Brazilian Airliner crash in Sao Paulo kills 200

BBC is reporting that upto 200 people have been killed after a passenger plane, a TAM Airlines Airbus A320 crashed and burst into flames at Congonhas International Airport, as it landed in wet weather, shot over a busy road and hit a fuel depot. (more at BBC)

Why would they not divert planes to Guarulhos Intl (SBGR) which is only about 15 miles away in bad weather? It has a runway of 12,151 ft vs 6372 ft. Does not make sense!
